Combine in a plate flour, salt, black pepper, paprika and garlic powder. Mix it. Add the meat cubes and mix it.
In a pressure cooker, add the oil, onion, tomato paste, leek and meat and set it to medium-high heat. Cook it until the meat is sealed (around 2-3 minutes). Add the garlic and cook for another minute.
Add 3 cups of water, the bay leaves and place the lid of the pressure cooker. Once the pot is making a sound that the pressure is on, let it cook on medium-low heat for 25 minutes.
While the meat is cooking, peel and cut the potatoes and carrots.
Carefully open the pressure cooker, add the potatoes and carrots. Close it again, set the heat to high until the pot gets pressure again and then reduce it to medium-low heat. Cook for another 10 minutes under pressure.
Carefully open the pressure cooker, add Worcestershire Sauce and let it cook on medium heat for another 5 to 10 minutes, so the sauce gets richer.
Add the parsley and serve.
